Abstract
According to a study conducted by the European Commission in 2013 which showed that approximately 50% of scientific papers published in 2011 were available for free in 2013, open access (OA) is nowadays at its tipping point (Archambault et al. 2013). The first way to achieve OA is by publishing is by publishing in OA journals which provide immediate free open access to published papers via journal web pages. There are different business models practiced by the OA publishers and we can distinguish gold, diamond and hybrid open access journals. An alternative way for achieving OA to scientific literature is by self-archiving a digital copy in OA repositories. The way in which OA is achieved will greatly depend on the authors themselves, but also on the national, institutional and founder’s OA policies. The choices made by the research community regarding OA will deeply influence the scientific communication and the future role of scientific publishers. This chapter brings the review of OA policies on the European Union level as well as on the national and institutional level in Croatia. It also brings the overview of the existing information infrastructure for OA in EU and Croatia.
